Preamble

“It is with the highest conscience that I Koda Valentine I Emperor of Vallakova do ordain and establish a new order of government for Vallakova and its people under the premise that a fair and just system should be ordained for the people so that the people themselves might hold Veto supreme over all governing bodies and that an executive office might be established with good intelligence for the productivity of the nation to be checked by congress and parliament so as to balance a system of law enforced judicially under the conscience of faith do then ordain and decree these Articles into existence for the benefit of every Vallakovian citizen.”

S1.

A.

This government shall be placed into separate balanced and checked powers so as to ordain a conception of liberty and justice, these branches shall be thus: An Imperial Branch, A Congressional Parliament Branch, A Judicial Branch, a Church Branch, and finally the People themselves shall be counted among the Branches. Thus shall it be ordained that five Branches shall be vested with power and authority for the renewal and continuance of a just and fair governing body.

S2.

A.

The Imperial Branch shall be headed by an Emperor or Empress designated to office by birthright, so as to dependently represent the executive branch having been established from birth to receive ordinance to do so. He shall have dominion over all that pertains to the Executive Branch otherwise and henceforth referred to as the Imperial Branch. Shall be Vested the power over all militia as commander in Chief, and shall be vested all power over domestic and foreign affairs to draw up treaties and to execute law, to pardon criminal convictions, and to seize persons for trial, and to oversee all affairs pertaining to business both social and capitol but only with regards for regulation of economical values and shall in no wise seize or otherwise control any independent entrepreneurial party, as well shall control government spending and policy.

B.

As the Emperor shall head up all executive authority over the nation so to shall a King or Queen be ordained and established by birthright over each kingdom and shall retain all executive powers as the Emperor save it be only over their established kingdom and shall in no wise encompass any power over treaties, militia or pardons save under direct authority of the Emperor.

C.

So too likewise in the same manner shall there be ordained and established a Lord or Lady to govern in executive authority by birthright over each province. So too then shall be vested them the same powers as the King or Queen but only with regards to the province in question to which shall be the establishment of their throne ordained.

D.

So too shall it be ordained that in like manner that a Governor over each state shall be established by vote of the people of that state whose term shall be four terms at three and a half years per term. Thus shall he be vested the same powers as the Lord or Lady but shall in no wise execute them save for within the state of his prestige.

E.

So too also shall there be established a Mayor over each County. He shall be established by vote of the people of that County whose term shall be three terms at three and a half years per term. Thus shall he be vested the same powers as the Governor but shall in no wise execute them save for within the County of his prestige.

F.

Birthright shall be defined as any office pertaining to the monarchy that is executive in power, and shall allow for the office holder to be ordained from birth to rule in the office in question. Also it shall be that the firstborn in line to the office (or throne) shall be the one established and should a vacancy in the throne come about by reason of his abdication, or death the next of kin shall become inherent and thus possess the office.
Also as pertaining to gender, only the blood heir may hold office power, in the case of same sex marriage, then the blood heir shall still retain power and the gender specified titles shall then become non-gender specific.
If in fact the Office holder should be under the required age of twenty to ascend the throne or office then shall the Chancellor of the Court (or Cabinet) of the officials office ascend the throne as steward and rule in all authority pertaining to the Office until the rightful heir and office holder comes of age.

G.

The Cabinet, henceforth referred to as the Court, shall be established for the sake of advisory to the Monarch of its prestige and therefore shall consist of an Imperial Court, a kingdoms (or royal) Court, and a Provincial (or Nobel) Court, and shall not pertain to City, County or State. Also it shall consist of the qualified selected officials appointed by their Monarch from out of their corporations, firms, and miscellaneous establishments, set to direct their Monarch by running and overseeing their individual Departments, as well as advising said monarch on all decisions made with regards to their specialized departments.
• Crown Prince/ess- The heir shall be present at all official business of the Monarch in question so as to gain an understanding of the office to which he shall ascend.
• Chancellor- The Chancellor is the head of the Vallakova Department of State, concerned with foreign affairs. The Chancellor is a member of the Court and the highest-ranking Court secretary order of precedence. The specific duties of the Chancellor include:
1. Organizes and supervises the entire Vallakovian Department of State and the Vallakovian Foreign Service.
2. Advises the Emperor on matters relating to foreign policy, including the appointment of diplomatic representatives to other nations, and on the acceptance or dismissal of representatives from other nations.
3. Participates in high-level negotiations with other countries, either bilaterally or as part of an international conference or organization, or appoints representatives to do so. This includes the negotiation of international treaties and other agreements.
4. Responsible for overall direction, coordination, and supervision of interdepartmental activities of the Vallakovian Government overseas.
5. Providing information and services to Vallakovian citizens living or traveling abroad, including providing credentials in the form of passports and visas.
6. Supervises the Vallakovian immigration policy abroad.
7. Communicates issues relating the Vallakovian foreign policy to Congress, Parliament and to Vallakovian citizens.
8. The original duties of the Chancellor include some domestic duties, such as:
9. Receipt, publication, distribution, and preservation of the laws of Vallakova
10. Preparation, sealing, and recording of the commissions of Imperial appointees
11. Preparation and authentication of copies of records and authentication of copies under the Department's seal
12. Custody of the Great Seal of the Crest of the Coat of Arms of Vallakova
13. Custody of the records of the former Secretary of Congress and Parliament, except for those of the Treasury and War Departments

• Count/ess- The Count/ess of Vallakova is the head of the Vallakovian Department of the Treasury, which is concerned with financial and monetary matters. This position in the Government of Vallakova is analogous to the Minister of Finance in many other countries. The Count of the Treasury is the principal economic adviser to the Monarch and plays a critical role in policy-making by bringing an economic and government financial policy perspective to issues facing the government; is responsible for formulating and recommending domestic and international financial, economic, and tax policy, participating in the formulation of broad fiscal policies that have general significance for the economy, and managing the public debt. The Secretary oversees the activities of the Department in carrying out its major law enforcement responsibilities; in serving as the financial agent for the Vallakovian Government; and in manufacturing coins and currency. The Chief Financial Officer of the government, as well as serves as Chairman Pro Tempore of the Monarchs Economic Policy Council, Chairman of the Boards and Managing Trustee of the Social Security, and as Governor of the International Monetary Fund, the International Bank for Reconstruction and Development, the Inter-Vallakovian Development Bank. The Count along with the Treasurer must sign Vallakovian Reserve notes before they can become legal tender. The Secretary also manages the Vallakovian Emergency Economic Stabilization fund.
• Warlord- The Warlord is the head and chief executive officer of the Department of Defense, an Executive Department of the Government of Vallakova. This position corresponds to what is generally known as a Defense Minister in many other countries. The Warlord is appointed by the Emperor with the advice and consent of the Senate, and is by custom a member of the Court and by law a member of the National Security Council. The Warlord has authority, direction and control over the Department of Defense, and is further designated by the same statute as the principal assistant to the Emperor in all matters relating to the Department of Defense. Ensuring civilian control of the military, an individual may not be appointed as Warlord within seven years after relief from active duty as a commissioned officer of a regular (i.e., non-reserve) component of an armed force. The Warlord is in the chain of command and exercises command and control, subject only to the orders of the Emperor, over all Department of Defense forces (the Army, Navy, Air Force, and Marine Corps) for both operational and administrative purposes. Only the Warlord (or the Emperor) can authorize the transfer of operational control of forces between the three Military Departments (Departments of the Army, Navy & Air Force) and between the Combatant Commands. Because the Office of Warlord is vested with legal powers which exceeds those of any commissioned officer, and is second only to the Office of Emperor in the military hierarchy, it has sometimes unofficially been referred to as a de facto "deputy commander-in-chief". The Chairman of the Joint Chiefs of Staff is the principal military adviser to the Warlord and the Emperor, and while the Chairman may assist in their command functions, the Chairman is not in the chain of command. DOES NOT PERTAIN TO ANY COURT BESIDES THE IMPERIAL COURT!
• Attorney General- The Vallakovian Attorney General (AG) is the head of the Department of Justice concerned with legal affairs and is the chief law enforcement officer of the Vallakovian government. The attorney general is considered to be the chief lawyer of the government. The attorney general is nominated by the Emperor and takes office after confirmation by the Senate. He or she serves at the pleasure of the Emperor and can be removed by the Emperor at any time; the attorney general is also subject to impeachment by the House of Representatives and trial in the Senate for "treason, bribery, and other high crimes and misdemeanors."
The original duties of this officer were "to prosecute and conduct all suits in the Imperial Court in which Vallakova shall be concerned, and to give his advice and opinion upon questions of law when required by the Emperor, or when requested by the heads of any of the departments.
• Earl/essa- The Earl is the head of the Department of the Interior. The Department of the Interior should not be confused with the concept of Ministries of the Interior as used in other countries. Ministries of the Interior correspond primarily to the Department of Homeland Security and secondarily to the Department of Justice. The Department of the Interior oversees such agencies as the Bureau of Land Management, the Vallakovian Geological Survey, and the National Park Service, and also serves on and appoints the private citizens on the National Park Foundation board.
• Barron/ess- The Barron is the head of the Department of Agriculture. The position carries similar responsibilities to those of agriculture ministers in other governments. Such as overseeing farmland development and food industry supply and demand.
The department includes several organizations. The national forests and grasslands are managed by the Forest Service. The safety of food produced that are produced in Vallakova and sold here is ensured by the Food Safety and Inspection Service. The Food Stamp Program works with the states to provide food to low-income people. Advice for farmers and gardeners is provided by the Vallakovian Cooperative State Research, Education, and Extension Service.
The line of succession for the Barron is as follows:

Duke or Duchess- The Duke is the head of the Department of Commerce concerned with business and industry; the Department states its mission to be "to foster, promote, and develop the foreign and domestic commerce. The Office of Duke contains a Secretary of Commerce, a Chief of Staff, a Deputy Chief of Staff for Policy, an Assistant Secretary for Commerce and Intergovernmental Affairs, a Chief Financial Officer and Assistant Secretary for Administration, a Chief Information Officer, a General Counsel, an Inspector General, an Office of Business Liaison, an Office of Policy and Strategic Planning, an Office of Public Affairs, an Office of Palace Liaison, and an International IPR Enforcement Coordinator.
The line of succession for the Duke is as follows:[5]

3. Under Secretary of Commerce for International Trade
4. Under Secretary of Commerce for Economic Affairs
5. Under Secretary of Commerce for Oceans and Atmosphere and Administrator of the National Oceanic and Atmospheric Administration

7. Under Secretary of Commerce for Export Administration
8.Chief Financial Officer of the Department of Commerce and Assistant Secretary of Commerce in charge of Administration
9. Assistant Secretary for Legislative and Intergovernmental Affairs.
• Magistrate-The Magistrate is the head of the Department of Labor who exercises control over the department and enforces and suggests laws involving unions, the workplace, and all other issues involving any form of business-person controversies.
• Headnurse- is the head of the Department of Health and Human Services, concerned with health matters.
• Forman- is the head of the Department of Housing and Urban Development. The Department's mission is "to increase home-ownership, support community development and increase access to affordable housing free from discrimination."
• Layman- is the head of the Department of Transportation. The Department's mission is "to develop and coordinate policies that will provide an efficient and economical national transportation system, with due regard for need, the environment, and the national defense." The Secretary of Transportation oversees eleven agencies, including the Aviation Administration, the Highway Administration, and the National Highway Traffic Safety Administration.
• Evo- is the head of the Department of Energy. Originally the post focused on energy production and regulation. The emphasis soon shifted to developing technology for better, more efficient energy sources as well as energy education. It was here that the Spire Technology was Invented and incorporated.
• Headmaster or Headmistress- is the head of the Department of Education, deals with Education policy, and is advised by the National Advisory Committee on Institutional Quality and Integrity, an advisory committee, on "matters related to accreditation and to the eligibility and certification process for institutions of higher education."
• Minister of Veterans- is the head of the Department of Veterans Affairs, the department concerned with veterans' benefits and related matters. When the post is vacant, the Secretary of Veterans Affairs or any other person designated by the Emperor serves as Acting Minister until the Emperor nominates and then confirms a new Minister.
• Agent- is the head of the Department of Homeland Security, the body concerned with protecting the Vallakovian homeland and the safety of Vallakovian citizens, and is over departments such as the Coast Guard, Protective Service, Customs and Border Protection (which include the Border Patrol), Secret Service, and the Vallakovian Emergency Management Agency (VEMA). DOES NOT PERTAIN TO ANY COURT BESIDES THE IMPERIAL COURT!

H.

The Courts shall all hold office within the realms under the Emperor, Kings, and Lords to which office their Court pertains to except where otherwise stated.

I.

There shall be a National Vallakovian Reserve Bank which shall be audited every year, and shall hold no accounts but shall conduct the records and savings for all specie of Gold, Silver, Nickel, and Copper, as well as shall only hold one account and that is the governments account for the nation. It shall not sell or liquidate any stocks or bonds but shall conserve all specie for the prestige of the Vallakovian currency. Shall print all reserve bills and shall collect all taxes under the sub-department of the internal revenue service (IRS).

S3

A.

The Parliament shall consist of A Table or “Round” of Kings, as well A House of Lords, A Board of Governors, and A Board of Mayors.
The Table of Kings shall retain the Right to pass bills onto the senate for vote; The Table shall consist of every King or Queen in Power over the Kingdoms from the Entire Empire.
Likewise then, can the House of Lords be able to pass bills onto the House of Representatives, for vote. The House of Lords shall consist of the Lords from the entire Kingdoms and shall nominate bills to be written for consideration by the House in Congress.

B.

So to then respectively but without blood-right shall there be a Board of Governors and a Board of Mayors, who shall pass no bills but be delegated other powers to be disclosed.
Therefore also shall there be the common man as well, for if a dynasty fails within nobility, royalty, or the imperial, then shall a rank in the under-study office take the place of that official by vote of the per-ordained vassal and vestige of power, so in the case of the emperors death and no kin or heir be found, then the Senate shall nominate three from the table of Kings to run for emperor, then shall the remaining four kings vote on the three (for their shall always be seven kings in number). So also in case of a death of a king, to whom it has been given no seed, as an heir to his office, then shall there be also no next of kin in whom may hold office as well, so to then would the table of kings nominate by vote whom they should choose from among the under office of Lord, three lords to run, then shall the candidates be voted upon by the board of Governors the victor becoming the new king and establishing his line upon the throne. When a vacancy becomes available in Lordship so shall the Lords nominate three candidates from among the board of governors, to be voted upon by the board of mayors, the victor establishing his line upon the throne. The Governors in turn when vacancy becomes available prematurely shall nominate three from the board of mayors to be voted upon by the people of that state, the victor becoming the new governor. Also when a vacancy becomes available prematurely in the spot of a mayor, the governor shall nominate three from the city council to run, and the people of the city shall vote and elect a candidate for office. A Governors term as well as mayors shall be three and a half years per term with the ability to serve two terms in office if reelected so that the maximum limit on terms is two and the maximum years are seven. thus every three and a half years a Governor may run to keep office and any mayor may run for office .Candidates shall be then narrowed down by the nominees chosen by the house of Lords which shall be three nominees and the people of that state shall vote to elect a new governor (this is not the case when a governor leaves office prematurely), likewise every three and a half years a mayor may run to keep office and any member of city council may run for office. Candidates shall then be narrowed down by nominees chosen by the board of governors (as that boards last official act before reassembling after their own elections) which shall be three nominees and the people of that city shall vote to elect a new mayor (this is not the case when a mayor leaves office prematurely. A Governor must be at least 25 years old to run, and a mayor at least 20.
Any person may become a city council member and may vote as such and speak as such in his terms at seven years per term with unlimited option for re-election, anyone may run for office via submission of petition with at least 100 signatures with existing members retaining the right to run, being then voted into office by the people of that city, the re-runners and new-runners to establish twenty-five members plus an additional member per every thousand citizen; to hold office for his or her one term until the next elections. Every year a member must run for spokesman of the council, any may run, but the elected gets to become the new spokesperson for the next year, who shall keep order in the council, have no vote, preside as judge. And tally votes in “Aye’s, and Nay’s” of the council, who shall pass ordinances for the city.

C.

The Congress shall consist of a Senate, and a House of Representatives
Mayors are elected from among the people in their specific kingdoms, via nominees elected into candidacy by the King of the respective kingdom, six nominees in total per capita, who after one per capita being elected by the people of that kingdom shall become a House of Representatives member, for that kingdom, who may pass bills to the senate.
In like manor are Governors elected from among the people of their respective kingdoms from nomination by the King of the respective kingdom, nine in total, to be put to vote of the people in that kingdom, the victors (for there shall be two) then to become senators.

D.

The House of Representatives shall consist of one member per capita within each kingdom. Also shall there be given them the power to create bills for review of the senate.
The senate shall consist of two senators from each province and shall have the power to pass laws via vote of ½ majorities. They shall have also the power to impeach any royal or imperial official for trial by the imperial court. They shall retain the power to reject bills or revise bills before voting to make them law, and with a ¾ vote majority, may pass a law that has been Vetoed by the Emperor who shall have the option to Veto a Law or pass it if it has been passed by the senate.

E.

The Process of a law being passed may also take the form of an issue being presented before the House of Lords and the House of Representatives. These my revise the bill and send them to the House of Kings who may review and revise the bill. The Senate must review the revised bills from all three Houses and then revise them and vote on them. If passed they must go to the Emperor for mMandate, Veto, or Passing into Law. Should the Emperor Veto the bill, the Senate with a ¾ majority can pass it into Law. Should the Emperor issue a Mandate, he will revise and edit the bill and send it back to the Senate for vote, and with a majority ruling can pass the Mandated Bill into Law, or with a ¾ Vote Pass the Original Senates Bill into Law.

S4.

A.

The Imperial Court shall Consist of seven Justices appointed by the Emperor to try laws that are complex in nature and are with regards to the Articles, thus also shall they try cases that are brilliant in nature and have passed all other courts for failure of a proper sentencing or conviction, as well as shall define the Articles with regards to their interpretations of Law.
Beneath this on the kingdoms level shall be a Supreme Court Consisting of Seven Justices, try laws that are complex in nature and are with regards to the Articles of that kingdom, thus also shall they try cases that are brilliant in nature and have passed all other courts for failure of a proper sentencing or conviction(though when at a vote of 3/4 the case must pass to the imperial court), as well as shall define the Articles of that kingdom with regards to their interpretations of Law,

B.

Below this at a Province level lies a royal court consisting of Six Justices who shall do in like manor for matters of province. These shall try the laws that are passed on by vote of the six Justices on the High Court, which shall be below them at the state level they shall interpret law and by-laws as well as overturn convictions of the lower courts. In the event of a tied vote the case shall rise to the supreme court.
The High Court shall preside to challenge and try all felony offenses one Justice per case-file as well as a jury of six peers; if a jury is hung (tied in vote) then the case shall rise to the royal court.

C.

On the city level shall there exist a circuit of district courts according to need with a judge presiding and a jury convicting , a jury of seven, who vote on your guilt or your innocence for all misdemeanors. The Verdict shall be given and if found innocent the law must be taken to the royal Courts six Justices for vote due to scrutiny and innocence according to the arguments of each consul or if so choosing claimant (or the citizen whom had been on trial). The claimant or Defendant however may have the right to refer his rights to this trial, and hand over power of attorney, In this case council must be given pro-Bono at least, or continue pro-bono if previously so ordained, to set his case in order for his defendant if they are so choosing to consent to not go with council to court. Then shall he act as the attorney and represent his client though shall not do this without the claimants or defendants request, for the claimant or defendant was clear of all charges when found innocent therefore has a right to privacy from the court once more due to the verdict of innocent but the law itself is now in need of scrutiny and therefore its fate, whether interpretation or dismissal, must be decided in court. Thus a defendant will then so be free as a claimant who may use legal counsel to display his case as a scapegoat. As well the defendant or claimant may choose to take it up their own selves with the free right to council, Pro-bono at this point (if not already ordained such). This shall be the mandate for all Circuit courts trying criminal cases.
For civil Courts there shall as well be a circuit for suing where two may at any time come before a judge with or without legal counsel to report the in-fracture of suit and therefore display a payment bond from the accused if so finding in the judge’s decision. And the Judge will force legal payment to, or the refusal of the claimant.

D.

Thus shall the Judicial system be set in order at all levels seeking to weigh law in its scales to find fairness or to find flaw, either with those in-fractures whom in-fracture or whether the fracture be found is in the law. Thus shall it balance unfair laws out, and usher truly tried laws in.

E.

To protect and serve shall there be law enforcement established, but shall in no wise arrest or detain without first stating the reason of probable cause to the suspect, whether asked or not to provide it, as well shall have no right to search and seize without a warrant, and shall not in any wise detain without a warrant so as to obtain a warrant, but may search and seize if sufficient probable cause is given to arrest the suspect and only AFTER arrest may an officer search and seize.
All persons may have the right, if arrested, to remain silent for anything they say at the point of arrest and not before it, save except when confession leads to arrest, can and will be used against them in the court of law, they shall have the right to an attorney, if they cannot afford an attorney, one shall be provided for them. They have a right to a phone call on an untapped free and non-collect, direct land-line "free-world" call at the time of booking, if the call is unanswered they may receive up to ten calls until one is answered, they may also choose at any time to waive these rights.
Thus concludes the Judicary and due process of law.

S5.

A.

The Church shall consist also of certain divisions and powers within government but only to the extent of their rights in office permits.
The Highest Division of the Church of Vallakova is given as thus follows.
Jesus Christ shall Head the Church and shall no papal order preside, as it is Anti-Christ, for it shall be to Christ to be the High Priest alone. As too He also shall have power over the entire realm of Vallakova, and the Heavens, and the Earth.
There then to speak for the people as the religious elite in whom the Word of God sets, and are excellent in scripture and wisdom among all whom they have been delegated through test and vote. Sit the Sages Seven in number, also called the Seven Cardinals,
These shall be Cardinals seven in number voted into office from among the Congregation of Arch-Bishops by the Laity. These seven Cardinals collectively known as the Seven Sages of Vallakova
Shall be granted the power of interjection at the Imperial Court, Senate, and Imperial Offices any one of them at any time may stop legal proceedings and shall be granted the ability to interject and conclude his reasoning according to the Word of God regarding prophecy and Truth. As well as shall have unhindered and complete access to audience with any royal, noble, or imperial official. After this presentation then all former legal proceedings shall continue but with Church opinion. But shall continue as is fair according to due process of law, therefore the Government shall vest ONLY the power in the Church branch to have the power of Intercession. Intercession as in the Church between The Man Made government and God and who rules all Governments and in who hope is given to the people to follow; If should they choose to follow for the Church shall have the power to state the opinion of its scholars and members, but only in concordance with biblical scripture.

B.

Next shall be for vote and induction into the office of Arch-Bishop of that Kingdom, whom the Laity votes to nominate from among the bishops, one from among them all with the highest vote to be voted into office by the entire congregation of that kingdom.
So to then is it in like manner a Bishop for every province and a congregation of bishops, a Deacon for every state and a congregation of Deacons, and for each city there is a Congregation and ONE CHURCH with a pastor and teachers whom may run for office at any time for deacon if having taken and passed the tests each to their levels for all offices, the positions of all being for life unless led away of the Spirit, or denounced by the lower congregation of each office to which shall they try them with the Word of God whether they shall be fit to serve accordingly by right of the Seven Sages, or by the Arch-Bishops if a Sage is called into question.
And a congregation shall make the body of the church as outlined in the Holy Scriptures within the Holy Book of Timothy as well as the understanding of 2 Timothy, as all office holders shall adhere to the prerequisites of their office as outlined within the Holy Scriptures.

S6

A.

The people’s rights shall consist of the following.
Firstly there shall be two political bodies within the people, one an assembly who make up any non-member of the Church. Also there shall be a congregation who shall be the members of the church of Vallakova. Thus a two system party of people shall exist as free voters with equal rights. The people collectively free and organized in equal power shall consist all of the following equal rights.
1- The People Shall have the right to free speech, the free right to religion, the freedom of press and the free right to dispute in protest against any law, as only it pertains to a organized assembly and petition, which then if exceeding the number of 500 I protest or petition on a county level will grant legal hearing to start the process of legal applications of law to be tried.
2- The People shall have the right to no prohibition. There shall not consist of any form of drug law or laws against the use of inebriates save for safety laws ad restriction, but shall no wise encompass the criminalization of any substance. The right to liberty is maintained through the right of restriction, but also of free choice of one’s person.
3- A Person found delusional or insane, or I any way mentally unable to account for a crime within the context of having committed that crime may not be tried but shall be sentenced instead to treatment.
4- A Person shall be secure in all persons , papers, documents, and properties, and shall in no case a warrant be given save upon probable cause and oath of affirmation, and these shall in no wise make no arrest or seizure of property.
5- One may not be seized of property or liberty without complete due process of law and/or Just compensation.
6- One may not be forced to quarter any soldier without due reward of efforts and replenishing of expenditure.
7- A Slavery Right exists for the people, and all may choose to serve another to pay off a debt, and shall thus act as an employee for any company who shall pay him just wages for service but shall garnish them, and if to a person a term of seven years may be give before the slave must be set free and all debt taken care of and the slave justly compensated for taking with him all acquired possessions incomes and earnings acquired whilst under slavery.
8- A person may not sexually, mentally, or unjustly abuse a slave or child or person in any way, except with consent from that person, and the legal age of consent which is 18 be met.
9- The people shall have the right to bear arms for a citizen’s militia. This right shall not be removed, it shall be regulated in that no felon under the statute of limitations shall possess a fire arm and that no automatic weapons shall be allowed to the people, and also guns must be authorized and licensed for each individual.
10- A Person may not be subjected to cruel and unusual punishment for any reasons.
11- All persons may Vote at the age of adulthood, and must at the seven year Vote Referendum.
12- Every seven years congress shall cease all legal proceedings and put to ballot, over the course of an entire year, all the prior six years of all laws passed and shall be voted on by the people, and every seventy seven years there shall be a cession in legislature for seven years and all the laws shall go to vote for the generation of all peoples who shall after seven years confirm it. Thus the branch of the people shall hold all power of government in a collective VETO JUBILLY. Thus shall fairness and mercy be given with grace and fairness to the big and the small, and a constraint for a nation under God but for over All. We the People then have all balances and scales in hand Checking a checked system with the right to choose its own laws in true democracy, also all criminal records are swiped clean according to there class every seven years save for capitol or otherwise infamous crimes as this is the statute of limitations.
13- All citizens cannot be refused treatment in any medical, psychiatric, Addiction, or Dental treatment except if that need is cosmetic (with exception to sex change’s or extreme disfigure or cosmetic surgery due to reconstruction).
14- Same Sex Couples shall not be discriminated against nor shall any ethnicity, race, creed, or national origin and the right to freely marry within the species of humanity not be breached by any lawmaker on account of gender, or gender identity.
Thus then shall the people’s rights entail all of these rights.

Regulations for amendments.
It is Important that a unanimous vote take place in the senate to vote an amendment into rectification or existence. Although it is important to note that even so any amendment or ratified amendment must be put to vote of the people in the seven year jubilee via referendum, and again in the great seventy seven year generational jubilee if passed.
Thus shall the Government be Confined and vested with all its strength.
And no power not delegated here shall prevail against the people until brought up as legal issue and resolved according to the nature of these proceedings in concordance with these decrees, Do I the benevolent dictator sign my powers of Dictatorship away so that I as the first emperor may be checked and a fair hand might always issue forth to the people of this Democratic republic of Imperial Theocratic Absolution of Democracy.
Also note that no political parties are to be established or super packs either may sponsor candidates of any order, but all candidates shall be allotted by the budget and government equal and fair representation to run.

B.

THOUGH ONE ORDINANCE REMAINS THAT ENTIRE SOVEREIGNTY OF DICTATORSHIP SHALL RESUME ON THIS FOLLOWING ONE CONDITION:

That all laws, even these articles be dissolved upon the second coming of Christ and the church branch be established over all in all authority with Christ as its Great High Priest, thus shall all this law be made void and thus shall a new kingdom be ushered in, which shall be the KINGDOM OF OUR LORD.
